Ukraine Advances Digital Strategy With Google’s Gemma Model to Develop Fully Sovereign AI

Ukraine has partnered with Google’s Gemma AI model to create a sovereign artificial intelligence system tailored to its national language, culture, and security needs. The initiative, supported by VEON Group, positions Ukraine alongside other nations developing bespoke AI solutions.

Kyivstar and the WINWIN AI Centre of Excellence will refine Gemma using high-quality Ukrainian datasets, adhering to strict in-country data protection protocols. The sovereign large language model (LLM) is expected to drive next-generation digital services in both public and private sectors, enhancing national resilience and technological independence.

The project will leverage Google Vertex AI’s cloud infrastructure for computational power, enabling large-scale model training. This collaboration underscores Ukraine’s broader ambitions in sovereign AI, which include partnerships with tech giants like Nvidia and ongoing digital transformation efforts.
